Domain lifecycle: 1-year cycle + free renewal + reserved labels

Each domain now has a 1-year term with free (¥0.00 forever) renewal and 30-day grace period. Reserved/sensitive label model blocks impersonation and politically-sensitive labels. 90-day inactivity-recycle replaced by the cycle. ToS / SLA updated; admin gets a CRUD UI for the reserved-label list.

Dashboard score model honesty

Lowered .edu.rich threshold from 60 to 42. Dashboard now shows score eligibility per suffix with three states (eligible / qualifies-but-manual-review / score-short) instead of a misleading single boolean. Apply page no longer lies about which suffix the user can auto-approve for.
