Terms of Service
About this service
Free second-level domains will almost certainly be abused. Dommate still keeps the faith — we add policies you may dislike (mandatory profile, geo-block, age-tiered record quotas, 90-day MX unlock, AI moderation, NS unlock gated on PSL) to push abuse rates as low as we can, because if abuse hits a tipping point our upstream DNS provider or the registry will pull the plug on the entire suffix and every user pays the price. A healthy ecosystem requires shared restraint — thank you for your understanding.
1. Acceptance
By using the *.net.rich, *.edu.rich, *.ii.pe, or *.pa.ax domain service (the "Service") provided by Dommate, you confirm that you have read and agree to these Terms, the AUP, the Privacy Policy, and the SLA. If you do not agree, do not use the Service.
Users must be at least 14 years old. Minors under 14 may not use the Service; if detected we suspend and delete related data.
2. Service Description
Dommate is a free managed-DNS service for multiple, mutually unrelated independent users; each approved domain is independently managed by the applicant. We allocate domains under net.rich, edu.rich, ii.pe, pa.ax (and other suffixes) and host A / AAAA / CNAME / TXT records directly on our authoritative DNS; MX records are gated, requiring 90 days of normal use and a content review before unlock.
- We host your DNS records, but not your website content, email, applications, or certificates.
- Record counts are tiered by domain age: 6 at approval, then 10 / 20 / 30 after 30 / 90 / 365 days; values are subject to operator adjustment.
- We do not guarantee continuous availability or perpetual zero-cost.
- We reserve the right to decline any application and to revoke any approved domain at any time.
2.1 Recommended use cases
- Personal homepage, blog, portfolio
- Student projects, coursework, thesis demos
- Docs or demo sites for open-source projects
- Learning / experimenting with DNS and self-hosted services
- Non-commercial community / hobby sites
2.2 Not suited for
- Production commercial services or anything that depends on an SLA — we offer no end-user SLA and may change the service at any time.
- High-traffic sites (> 1M req/month or sustained > 1k QPS).
- Anything requiring 24/7 availability or minute-level incident response.
- Finance, payments, healthcare, or critical infrastructure — even for demos.
- Phishing, malware, illegal content, piracy — see the AUP.
- Impersonating brands or official products.
Using the service outside these lines isn't automatically a TOS breach, but we will actively encourage you to migrate to a more suitable option (paid registrar, enterprise DNS, etc.).
3. Account
- One account per natural person.
- Login via email magic link or GitHub OAuth. No password.
- You must provide a valid email address.
- Accounts are not transferable, rentable, or shareable.
- We may suspend your account immediately if we find you in breach of these Terms or the AUP.
4. Review and Auto-Approval
Each account may hold up to 6 active domains at a time.
- Score-based auto-approval: bind external accounts at /verifications across 14 supported platforms; if your score ≥ the per-suffix threshold (see §15.1), the application is auto-approved, otherwise human review.
- Independent-website / package-publish token verification feeds into score (+10 each); whether the application is auto-approved is determined by total score vs the suffix threshold.
- Human review SLA: decision within 1–3 business days.
5. User Obligations
- Comply with the AUP.
- You are solely responsible for all content, traffic, DNS records, and certificates under your domain. We host record values you submit; we do not vouch for their veracity or legality.
- Notify us within 24h if you discover your domain is abused (account compromise, unauthorized record changes).
- Do not attempt to bypass our abuse, review, or rate-limit mechanisms.
6. Fees
The Service is currently free of charge. We are not obligated to remain free in perpetuity. If the Service becomes paid or substantially changes, we will notify you at least 30 days in advance by email; existing active domains will continue to function at least until the notice period ends.
7. User Content & IP
- You own your published content; we do not review all content.
- The net.rich, edu.rich, ii.pe, and pa.ax suffixes themselves remain the operator's property. Domains we allocate to users do not constitute a transfer of ownership over those suffixes.
- Once a domain is revoked (by user, admin, or expiry without renewal), it is not reassigned to anyone — this prevents historical references (bookmarks, CT logs) from being hijacked.
8. Disclaimers
The Service is provided "AS IS" without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, or non-infringement.
- We do not guarantee that DNS resolution always succeeds, that certificate issuance is unaffected by CA rate limits, or that upstream DNS providers (such as DNSPod) stay available.
- We make no commitment or timeline regarding PSL inclusion.
- Our motivation for seeking PSL inclusion is multi-tenant cookie isolation and same-site security boundaries, not to circumvent Let's Encrypt or any other CA rate limits. Any rate-limit headroom is a side effect of correct isolation.
9. Limitation of Liability
To the maximum extent permitted by applicable law, the operator is not liable for any indirect, incidental, or consequential damages.
The above disclaimer does not apply to:
- losses caused by the operator's intentional misconduct or gross negligence;
- personal injury or liability that cannot be excluded by law;
- matters that mandatory PRC law prohibits from being disclaimed.
For disclaimable losses, because the Service is free, our aggregate liability is capped at the amount you paid the operator in the preceding 12 months (typically RMB 0).
10. Reclamation & Termination
- 1-year cycle + renewal: each domain is held for 1 year from approval. Renewal window = [expires_at - 120 days, expires_at + 30 days grace] — renew with one click; renewal is always ¥0.00 and always will be — never paid, never inflated for revenue. The 1-year cycle exists solely to reclaim unused domains and free names for the community. Renewal extends the existing expires_at by 1 year (additive, not reset to renewal date) — proactive renewers don't lose time.
- Renewal reminders: emails at T-30 days, T-7 days, day-of expiry, and the last day of the grace period.
- Expiry & grace period: on the expiry date the domain enters an 'expired' state; DNS keeps resolving. Renew within the 30-day grace period to restore the domain to 'active' without DNS interruption. After grace, NS records are revoked and the domain becomes 'revoked'.
- Abuse revocation: immediate without prior notice.
- User-initiated revocation: anytime via dashboard (including expired domains in grace); irreversible.
- Account deletion: requestable; certain audit logs retained for compliance.
10.1 保留 / 敏感词 / Reserved & Sensitive Labels
- We maintain a list of reserved labels covering: (a) reserved entries (exact match — entire label must equal; e.g. infrastructure names www / admin / ns), (b) sensitive entries (contains match — any user label containing the term as a substring is rejected; covers political, fraud, brand impersonation, legal-risk).
- To discourage probe-and-retry, the user-visible response is uniformly 'already registered' with no distinction between reserved / sensitive / actually-taken; the real reason is recorded in the audit log.
- The reserved list is not public and may be updated by the operator at any time.
11. Changes
We may modify these Terms at any time. Material changes are notified via email at least 14 days in advance; continued use constitutes acceptance.
12. Governing Law & Disputes
These Terms are governed by the laws of the People's Republic of China (excluding conflict-of-laws rules). Disputes shall be submitted to the competent people's court in Hangzhou (specifically the district-level court with jurisdiction over the operator's registered address).
12.1 用户内容须遵守的法律 / User-Content Compliance
Content you publish under a Dommate domain must comply concurrently with the following three layers:
- (a) The laws of the Hong Kong Special Administrative Region of the People's Republic of China.
- (b) The laws of the country / region associated with your domain's suffix (see table below).
- (c) The laws of your own jurisdiction.

Example: content on .ac.chat must not violate US law + Hong Kong law + your local law. Content on .pa.ax must not violate Finnish/EU law + Hong Kong law + your local law. A breach at any layer may cause the TLD registry or Dommate to revoke your domain.
Your jurisdiction may further restrict certain uses of these suffixes (for example, public internet information services within mainland China without ICP filing; none of .rich, .pe, .ax, .chat is an ICP-approved TLD in mainland China). You are responsible for your own compliance risk.
15. Scoring & Verification
Domain applications are gated by a per-user score. Bind external accounts (GitHub / Reddit / Stack Overflow / Google / Discord / LinkedIn / Steam / Battle.net / Epic / GitLab / Product Hunt / npm / PyPI / Website verification) to accumulate points; at apply time, score ≥ the per-suffix threshold means auto-approval, otherwise the application enters human review or is declined.

15.2 反作弊规则 / Anti-Fraud Rules
- Each external account (e.g. one GitHub user.id) can only be bound to one Dommate user system-wide.
- After unbinding, the external account enters a 30-day cooldown during which it cannot be bound to any Dommate user (including the original).
- Switching to a different external account immediately invalidates the previous account's score. This makes account-swapping for points pointless.
- BotD / FingerprintJS detect automated browsers; hits trigger immediate login refusal.
- Disposable / throwaway email domains are blocked at signup.
Score breakdown, per-criterion weights, and thresholds are publicly visible at /verifications. The operator may adjust them at any time.
13. General Provisions
- Force Majeure: no liability for interruptions caused by natural disasters, war, government action, internet backbone failures, ISP outages, or major failures of upstream providers.
- Severability: if any provision is held invalid, the remaining provisions remain in effect.
- Assignment: operator may assign on M&A with notice; users may not assign without operator's written consent.
- Notices: operator notices sent to your registered email are deemed delivered.
- Export Controls & Sanctions: the operator and each user shall comply with the export-control and economic-sanctions laws that legally apply to them respectively. Where law mandates it, the operator may refuse or terminate service; scope is limited to what the law requires, not a blanket prohibition.
- Entire Agreement: these Terms, together with AUP, Privacy, and SLA, constitute the entire agreement.
